PresidentDavid Palmer held a press conference where he announced a heightened threat level and the grounding of air traffic. During the conference, he used a subtle code phrase to satisfy terrorist Stephen Saunders and delay another outbreak of the Cordilla virus. Palmer planned to leave without answering questions, but then felt it necessary to help appease the press. He took his first question from Phil, who asked if the country was under attack. When told by Palmer that the actions were only preventative, Phil asked what exactly was being prevented, and expressed concern that the public would not accept the grounding of all flights for vague reasons.
During a closed room meeting between the reporters and the President with Press SecretaryGerry Whitehorn, Phil asked if the attack on the MI6 office was related to the bio-terrorism. Palmer refused to comment, and then defused the tension from another reporter, Carol.
