Phil Tuttle was a member of the Latham Group and one of the major contributors to the presidential campaign of Senator David Palmer prior to Day 1.

Day 1[]

Phil Tuttle attended a private meeting with Carl Webb, Frank Ames (Palmer's biggest contributor), and Bob Jorgensen. They discussed how George Ferragamo, the therapist of Palmer's son Keith, was planning to accuse Keith of the murder of Lyle Gibson. Jorgensen and Tuttle, who did not want Palmer's campaign to be destroyed by this accusation, told Webb to silence Ferragamo. Ames was taken aback by the decision of the other three men, and washed his hands of everything. Shortly afterward, Ferragamo was killed in a fire, and evidence was secretly planted by Webb and his conspirators that would incriminate Keith if the Senator tried to expose them. Webb remained in the room with Tuttle until Senator Palmer called up Carl to strong-arm him to meet in person at the Grant Street Elementary School, at roughly 10:23am. ("10:00am-11:00am")

Despite the efforts of Webb, Tuttle, and Jorgensen to keep the Senator quiet, Palmer exposed their entire conspiracy in a press conference. ("6:00pm-7:00pm")
