Phillipe Darcet was a heroin dealer in Barcelona.

George Mason led his takedown in the August before Day 1. After Darcet's bust, his assets were transferred from his account with Banco de Barcelona into a custodial account in Langley, Virginia. However, Mason managed to skim $200,000 of the money into an offshore account in Aruba. Jack Bauer suspected this and used the information to blackmail Mason during Day 1.
