Phillips was a police officer at the Van Nuys Precinct on duty during Day 1.

Phillips' partner, Jessie Hampton, was shot and killed by Greg Penticoff during the events of Day 1. Penticoff was brought in by CTU Los Angeles agent Jack Bauer, and Phillips transferred the killer to holding cell. Phillips wanted Penticoff to go down for the murder of his partner, and accordingly wanted everything to go by the books, but still offered to bring Jack in to interrogate Penticoff if he remained as a chaperone. Jack picked a fight with Phillips to slip Penticoff the key card to the door, since the suspect had knowledge of Jack's missing daughter.

At 4:43am, Phillips asked Sgt. Newman if he could process Penticoff, because he wanted to remain until the criminal was behind bars without bail. Newman was surprised to see him, since he thought Phillips had checked out earlier. The two officers then determined that Penticoff escaped.

Phillips, Newman, and other officers were present when Mason coordinated with Davis in tracking down Bauer and Penticoff via satellite. Penticoff was returned to the precinct soon after.
