Rafique coordinated several of the efforts of Habib Marwan's terrorist cell.

His main task was working with several others to ensure that terrorist Mitch Anderson was able to infiltrate the Air Force base by kidnapping a pilot and holding his family hostage. He was also able to warn Marwan about the pilot and his family being reported missing in the police hourlies. This resulted in Marwan proposing an exchange of Jack Bauer for Behrooz Araz, so that CTU would be distracted by a hostage trade and not notice the missing pilot and his family. Rafique's men, Anwar, Abdullah, Rasheed, and one other, carried out the exchange but failed to kill Jack as planned.
After the CTU raid at Marwan's hidehout, Jack Bauer saw Rafique fatally wounded and moments from death. Jack pleaded with Rafique to tell him what Marwan's next objective was. He died revealing nothing to CTU.
