Richard Marc Allen, also known as Rick or Richie, was one of Kim Bauer's kidnappers, along with his friend Dan Mounts, hired by Ira Gaines before Day 1.

Rick lived with his friend Dan Mounts at 1804 Glade located in Echo Park.

Ira Gaines hired Dan and Rick to kidnap Kim Bauer and deliver her to him. Dan sent an email to Kim's friend Janet York, telling her to meet them at midnight at Paladio Furniture, where he worked.

Rick and Dan arrived at Paladio Furniture around midnight and waited for the girls. Kim and Janet showed up a short while later and the group went inside and partied for a while. Rick and Kim went up onto the roof to talk and Kim told him her father had died six months earlier. The group decided to head to a party, but Kim noticed several phone messages from her mother and decided she needed to get home. The guys offered to drop her off and they all drove off in Dan's van. When they didn't turn onto Kim's street, she started getting angry, but the boys just told her to relax.

Ira Gaines hired Allen and his friend Dan Mounts to kidnap Bauer and bring her to his compound so Gaines could force her father, Jack Bauer to assist in the assassination of David Palmer. Rick grew wary of helping Gaines when Ira shot Dan for failing to kill Janet.

When he learned why Gaines hired him, he started to assist Kim and Teri Bauer, including getting them a gun. When Jack shows up on the compound, Rick was able to assist Bauer in helping his family escape. However, once he learns he would still probably be imprisoned, he made a run for it and took a bus home.

Kim tried to convince Rick to do the right thing and turn himself in, but Rick refused. When Teri and Kim were separated following a car crash, Kim turned to Rick for help and inadvertently became part of a drug bust. Rick's girlfriend Melanie was hostile to Bauer at first, but evenutally helped Kim. Though Melanie confessed about the drug deal, it was not shown if Rick was arrested.
