Captain Riggs was a United States Marine Corps officer active during Day 5.

Captain Riggs was guarding a checkpoint at a road which had access to President Charles Logan's retreat. He stopped Senator Wayne Palmer, who was trying to reach the retreat. Captain Riggs reached Vice President Hal Gardner via Secret Service Agent Peter, and eventually received permission to allow Palmer to pass. Down the road, Palmer was ambushed by a team of mercenaries led by Brennan and hired by Christopher Henderson.
