Robert J. Daniels (also known as Ricky Roberts) was a known terrorist cell member.

Daniels was working for a group led by Peter Madsen. Daniels possessed critical information on the assassination attempt on Vice President Jim Prescott. Federal Agent Jack Bauer went to his house to interrogate him, when Daniels left in a van, heading to 1023 North Broadson in the Financial District of Los Angeles. There, he was apprehended and interrogated by Jack Bauer, he revealed that snipers will fire on Prescott's motorcade as he travels across the busy streets and intersections of Los Angeles. Daniels later escaped from custody but Jack followed him. He led Jack to a meat processing plant at Thousand Oaks and then escaped before Jack can arrest him.
