Agent Rosser was present in the canoe of President David Palmer while he was fishing with his son Keith in Lake Oswego, Oregon. While the father and son discussed Sherry and what they would do to spend more time together later in the day, Agent Rosser received a call on his comm unit. He reported to the President that there was "a situation," initiating Palmer's involvement in the day's activity.
