Rouse was a Los Angeles resident who reacted with racist hostility after the detonation of a terrorist nuclear weapon.

The Day 2 detonation of a nuclear bomb prompted some backlash against the Arab American community. Rouse and his accomplice Marcus saw Yusuf Auda and assaulted him because of his Middle Eastern ethnicity. When they were foiled by Auda, Cole struck Auda with a brick, and the three men beat him and struck Kate Warner when she tried to stop them.

When Cole stole the computer chip which proved the Cyprus recording to be a forgery, Kate offered to take them to her home where she would purchase it from them. They left Yusuf for dead. At Kate's home, she produced $1,500 and several thousand in Euros, but Marcus decided to shoot her because she heard their names. Jack Bauer, knowing their location from Auda's dying words entered as Kate fled and killed Rouse. Marcus and Cole were arrested, and the chip was badly damaged.
