Sayid Kolobe was a known weapons dealer operating in the Middle East. At some point prior to Day 3, he met with bio-terrorist Stephen Saunders.

CTU Los Angeles agent Jack Bauer showed a surveillance picture of Kolobe working together with Saunders to Stephen's daughter Jane, in an effort to describe how dangerous her father truly was. Jack also showed Jane a picture of Stephen with Ari Consul, played an audio recording of Stephen extorting President David Palmer, and explained Stephen's control of the Cordilla virus.
