Slobodan Milošević was the President of Serbia and boss of Victor Drazen, commander of the secret police organization the Black Dogs in Belgrade. He was in power before the events of Day 1.

- Milošević was the President of Serbia from 1989 to 1997, then from 1997 to 2000, he was the President of the Federal Republic of Yugoslavia. He died on March 11, 2006, awaiting a verdict from his charges of crimes against humanity.
