Tijuana was a city in Mexico.

CTU Agents Tony Almeida, Fay Hubley, and Milo Pressman mounted an undercover operation there to capture Richard Lesser in order to capture the mysterious Hasan. Almeida was captured briefly by Chechens led by Ordog, but was rescued by Pressman and Cole Keegan. Almeida then killed Ray Dobyns and several Chechen terrorists before leaving the city.

Kyle Singer travelled to Tijuana and was given a bag of cocaine. His friend Tim asked what the women were like there but Kyle explained he didn't go to get laid.
