The Ukraine was a country in Europe. Yalta was one of its cities.

Twelve gas-dispersal devices, formerly part of the Soviet Union's biowarfare arsenal, were stolen from an armory in the Ukraine three weeks prior to Day 3.

The terrorists who engineered the Cordilla virus, led by Yuri, were of Ukranian decent. Also, information of the theft of twelve gas dispersal devices from the Ukraine was given to CTU Los Angeles by Russian intelligence sources. Because the devices were meant to spread pathogens into the atmosphere, Tony Almeida and Michelle Dessler had to assume that they were stolen in connection to the Cordilla virus threat.

Inessa Kovalevsky was kidnapped from her home in the Ukraine for sex-slavery, and was sold to Jacob Rossler.
