Vaughn was the District Director of CTU Los Angeles in Day 2.

He called and congratulated Ryan Chappelle for CTU Los Angeles's exemplary work in unraveling the plot for the United States to wage war on several Middle Eastern countries in response to a nuclear bombing, but was so elated that he "didn't know what to say".

Shortly after Vaughn called Chappelle, Tony Almeida entered George Mason's former office and demanded that Chappelle either fire him or get out of his chair. Almeida was reinstated as Director of CTU Los Angeles.
