Vladimir Novartov was the President of Russia during the events of Trojan Horse and Cat's Claw. In Trojan Horse, he is mentioned in the context of his wife, Martina, who attended the Silver Screen Awards and was almost captured by Chechen seperatists. In Cat's Claw, he was against allowing the Chinese in the G8. He also had no inclination to help the enviornment. Novartov was going to attend the secret meeting between U.S. President Harry Barnes and Chinese premier Xu Boxiong, but he came down with food poisoning.
