The Western European Terrorist (WET) list is a fictional device created by the show’s writers.

The real National Counterterrorism Center (NCTC) maintains a list of known and suspected international terrorists as well as people who allegedly aid them. This database is a shared knowledge bank, compiled from reports supplied by agencies including the CIA, the FBI and the National Security Agency (NSA). The NSA is a key provider of information for the NCTC list.

This WET List was supposedly going to be given up to Theo Stoller by Jack Bauer in exchange for Collette Stenger during Day 5. Jack, however, rigged the chip so that when Theo used it, it would self-destruct. Before this, Karen Hayes and Bill Buchanan reluctantly gave the go-ahead on this, without knowing the chip was meant to be destroyed.
