William Nolan was a Secretary of State under President David Palmer.

Nolan and Russian Foreign Minister Gregory Petrovic arranged a secret summit at the Hotel Long Beach to discuss the Chechen Liberation Front. On their arrival, they were captured and held hostage by CLF leader Imran Geshayev. Nolan attempted to reason with his captors, but was unsuccessful.

Geshayev cut off Nolan's index finger and gave it to the press, threatening to return him one piece at a time unless his demands were met. Jack Bauer rescued both Nolan and Petrovic from the penthouse of the hotel.
