CTU Los Angeles agent Jack Bauer convinced Mark DeSalvo, the warden of a secret DOD prison in Saugus, that backup would be needed during an imminent prisoner transfer. DeSalvo placed a call for Wycoff to send backup, even though he knew the help would not arrive in time.
