Yuli was a Russian terrorist who worked for Dmitri Gredenko prior to and during Day 6.

Yuli and a driver departed from Nevada with stolen UAV aerial drones. At 4:31pm he delivered the drones to Gredenko and Victor at an airplane graveyard in the Shadow Valley, reporting that he was late because he had to bypass a vehicle inspection checkpoint. When he showed Gredenko one of the drones, he stated that the US military had spent millions of dollars on manufacturing it. Gredenko then blithely noted that American taxpayers would get a demonstration of what their money had produced. The terrorists then outfitted one with the bomb from a suitcase nuclear device.
